The Department of Veterans Affairs, Veterans Health Administration, VISN 1, plans to negotiate a sole source contract with Beckman Coulter Diagnostics for the supply of urinalysis equipment, related supplies, and cost per reportable result services. The contract covers medical centers across six states (Maine, New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island) for direct patient care purposes. The intended interim agreement is for six months, with an additional six-month option, spanning from May 1, 2016, to October 31, 2016. This procurement follows the authority under FAR 6.302-1, which justifies the sole source award due to the unique capability of Beckman Coulter Diagnostics to meet the agency’s requirements without suitable alternatives. While this notice is not a solicitation for proposals or competitive quotes, the government welcomes responses from interested parties to better assess whether competition might be feasible. Responses must be written, submitted by March 29, 2016, and demonstrate the responder's capability to provide the required products and services at no cost or obligation. The government retains the right to cancel the sole source award if deemed in its best interest. The procurement is categorized under NAICS code 339113, corresponding to Surgical Appliance and Supplies Manufacturing, with a small business size standard of 500 employees.
