Full Description

The US Army Medical Research Acquisition Activity (USAMRAA) intends to solicit and award a sole source, firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures (SAP), under the sole source authority of FAR Subpart 13.106-1(b) for an upgrade to the Thermo Fisher: Pierce Biotechnology's ArrayScan VTI; and to upgrade vHCS Toolbox software to HCS Studio Software. The solicitation is W81XWH-13-T-0280. This upgrade is necessary so that the equipment and software is compatible with Windows 7. NAICS 339113/500. A CHESS waiver was obtained for the software portion. The ThermoFisher: Pierce Technology ArrayScan VTI was obtained in FY 10 and installed in FY 11 at in USAMMRICD's laboratory. ThermoFisher is the manufacturer and sole supplier for the ThermoFisher ArrayScan VTI High Content Analyzer. Therefore, no other manufacturer can provide the upgrade for this equipment. The upgrade of the vHCS Toolbox to the HCS Studio Software is proprietary software. Consequently, competing this requirement is not in the best interest of the Government. This is not a request for competitive quotations and is not to be construed as a commitment by the Government. However, all responsible sources may submit a capability statement or quotation, which will be considered by the Agency. No cost will be incurred by the Government for submittals in response to this notice. The Government will consider all responses received with 14 days of the publication of this notice. A determination by the Government not to compete this acquisiton based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered exclusively for the purpose of determining whether to conduct a competitive procurement.
