The U.S. Environmental Protection Agency plans to negotiate a sole source contract with AVL Test Systems to procure specific replacement parts essential for maintaining AVL Fuel Systems used in heavy-duty engine testing at EPA’s National Vehicle and Fuel Emissions Laboratory sites. The items requested include two pressure regulators, two fuel pumps, and large spare parts kits for fuel meters and fuel conditioners. These components are necessary to replace worn or broken internal parts inside the proprietary AVL fuel measurement and conditioning modules installed in the EPA’s test cells, which handle fuels containing up to 100% alcohol. The systems are configured uniquely to work only with AVL parts programmed and calibrated to meet the precise operational specifications needed for EPA’s testing. This contract will proceed under the Federal Acquisition Regulation procedures for commercial items and simplified acquisition, with AVL Test Systems identified as the sole provider capable of meeting the agency’s requirements due to the proprietary nature of the equipment. Although this is a notice of intent to negotiate sole source and not a competitive solicitation, other firms may express interest and submit documentation within 15 calendar days to be considered. The EPA retains sole discretion over whether to pursue competition. Communication regarding interest must be submitted in writing to the designated EPA contact, Angela Lower, with telephone inquiries not accepted.
