The United States Army Medical Acquisition Activity (USAMRAA) plans to negotiate a sole source contract with SimAction for the purchase of five highly specialized SimSeize/SimDefib Actuators equipped with Litter Mattresses at a firm fixed price of $33,750. These simulators are designed specifically to support simulation training of chemical agent casualties at the Chemical Casualty Care Division (CCCD) of the US Army Medical Research Institute of Chemical Defence (USAMRICD). The equipment features adjustable seizure intensity controls and specially developed mattresses compatible with standard military litters. They are also cross-platform compatible with all human patient simulators currently used in CCCD programs, enabling the consistent and accurate demonstration of chemical agent symptoms critical to military medical training. Although these simulators are commercially available, SimAction’s products are uniquely customized to meet the precise requirements of the CCCD, offering enhanced realism and specificity for military-focused trauma scenarios. This exclusive capability makes SimAction the only technically acceptable source for this procurement, and thus competitive bidding is not in the government’s best interest. The government has invited capability statements from potential sources before a specified deadline, but the final determination to proceed with a sole source award rests with the government’s discretion. The contract supports the overall mission to improve the effectiveness of chemical casualty training through specialized, mission-tailored simulation equipment.
