66--Intent to Sole Source: TecniPlast Cages and Racks for Bronx, NY VAMC

VA NY/NJ Veterans Integrated Service Network (VISN2) intends to negotiate a sole source procurement under the authority of FAR 6.302-1 Only One Responsible Source, with Tecniplast USA for the purchase of the following ventilated animal racks and cages and ancillary items for the Veterinary Medical Unit (VMU) of the John J. Peters (JJP) VAMC in Bronx, NY. The JJP VAMC animal facility is already outfitted with Tecniplast ventilated racks. No other cages will work with Tecniplast racks. It is also crucial to maintain consistency in the lab by outfitting it with the same equipment. Any change in rack, cage or air handler type increases the risk of operational error and puts animals lives at greater risk. Here are the Tecniplast systems we intend to purchase: Sealsafe Plus DGM Rack, single sided Includes the following components: 80 cage bodies GM500SU, 80 tops GM500TOPSEALSU, 80 wire lids Sealsafe Plus DGM Rack, single sided Includes the following components: 70 cage bodies GM500SU, 70 tops GM500TOPSEALSU, 70 wire lids GM500LID Sealsafe Plus DGM Rack, double sided Includes the following components: 160 cage bodies GM500SU, 160 tops GM500TOPSEALSU, 160 wire lids GM500LID Sealafe Plus Rat Rack, sized for 28 cages, single sided Complete with cage bodies, wire lids and filter tops Sealafe Plus Rat Rack, sized for 35 cages, single sided Complete with cage bodies, wire lids and filter tops Sealafe Plus Rat Rack, sized for 70 cages, double sided Complete with cage bodies, wire lids and filter tops Smart Flow" air handling unit, 110V-60Hz, Fahr.degrees,US plug The Government intends to solicit these supplies under the authority of FAR 13.5 Simplified Procedures for Commercial Items and is restricting competition on this procurement via FAR 13.106-1(b)(2). The requirements at 13.501(a) apply to sole-source acquisitions of commercial items conducted pursuant to subpart 13.5. This notice of intent is not a request for competitive proposals and no solicitation will be made available. This notice allows potential contractors/vendors to submit a non-binding statement of interest and documentation demonstrating their capability. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the sole source procurement Interested concerns may submit their clear and convincing evidence that competition of this requirement would be advantageous to the Government via e-mail to: Christopher Ward, Contracting Officer, at contact@example.gov no later than 4:00 PM EST on Friday, March 8, 2019. NO TELEPHONE CALLS WILL BE ACCEPTED. A justification for other than full and open competition is prepared in support of this acquisition. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a separate competitive procurement.
