The Naval Research Laboratory's Standoff Systems Center plans to negotiate a sole-source contract with JDS Uniphase, located in Ottawa, Canada, for the supply of eight dual 24x2 matrix optical switch modules. These high-performance modules are designed to integrate with an NRL-developed optical system and must comply with stringent technical specifications, including dual switches per module, 24 network-side fibers, 2 terminal-side fibers per switch, and single-mode fiber compatibility. The modules are required to offer low insertion loss, high return loss, minimal polarization-dependent loss, and excellent stability and crosstalk performance. Additional performance criteria include a maximum switching time of 25 milliseconds, an expected lifetime of at least 10 million transitions, and operation under a wide temperature range and high humidity conditions. The contract stipulates detailed hardware and software documentation to facilitate seamless integration, and the modules must feature specific physical attributes such as limited size and weight, precise pigtail length with FC/APC connectors, a 12V DC power supply, and RS485 control interface. Power consumption is not to exceed 10 watts. The procurement is conducted under other than full and open competition regulations, citing only one responsible source. The contracting officer for this opportunity is Patricia A. Lewis, and additional business opportunities with NRL are accessible via their website.
