AI Contract Overview
The U.S. Geological Survey intends to award a sole-source purchase order to Geotek Limited for a micro-XRF geochemistry sensor designed to integrate directly with its existing Geotek MSCL-XZ II core logging system, known as JHAWS, located at the GMEG Science Center in Moffett Field, California. This acquisition is conducted under FAR Part 12 as a commercial item procurement, with Geotek identified as the only source capable of providing a sensor that meets the mission-critical technical specifications, including elemental detection from aluminum to uranium, spectral resolution of at least 133 eV at Mn-Kα, precise stage movement of 0.5 mm down-core and 5 mm cross-core, and operation within a helium-flushed measurement cell to ensure accurate low-energy element analysis. The system must be fully compatible with the current JHAWS software for automated scanning, spectral fitting, elemental mapping, and data integration, while functioning on standard 110V power without requiring a chiller. Installation, calibration, and on-site training of USGS personnel by Geotek technicians are mandatory, with no requirement to return the equipment for servicing. The procurement follows a sole-source justification under FAR 6.302-1 and FAR 12.102(a), supported by prior market research indicating no other vendors offer a comparable integrated solution, and no competitive solicitation will be issued unless responses received by the deadline of May 13, 2026, at 1700 PST, demonstrate otherwise. Proposals must be submitted exclusively via email to yangzhi_deng@ios.doi.gov; hardcopy or web portal submissions will not be considered. The estimated contract value does not exceed $250,000, consistent with the Simplified Acquisition Threshold, and the acquisition is classified under NAICS code 334516 for Analytical Laboratory Instrument manufacturing. Acceptance will occur on-site at Moffett Field following successful integration and performance verification against the specified technical requirements, with the contracting officer determining fairness and reasonableness of pricing in the absence of competition. No formal packaging, marking, or preservation standards beyond operational helium maintenance are specified, and no socioeconomic, size status, or UEI/CAGE data about the vendor are disclosed.
