The Bureau of Reclamation, Mid-Pacific Region, Bay-Delta Area Office, intends to negotiate a sole source contract with Advanced Telemetry Systems (ATS) for the procurement of acoustic fish tags, receivers, and related equipment. ATS is the exclusive manufacturer of the required devices, which are essential for fishery monitoring studies associated with the Central Valley Project and State Water Project. The equipment must be compatible with existing ATS technology already in use by NOAA-Fisheries and other cooperating agencies such as the Department of Fish and Wildlife and the US Army Corps of Engineers to maintain data consistency and accuracy across studies. ATS technology operates on a proprietary 416 kHz frequency using binary phase shift keyed code pulses, with equipment accepted by the US Army Corps of Engineers. The contract will include a range of ATS products such as SR3017 JSATS Box Receivers, Trident Acoustic Receivers with tilt sensors, various acoustic transmitters, MicroSonic Pinger Dish units, lithium battery handling fees, and freight costs. While this procurement is planned on a sole source basis under FAR 6.302-1(c), other firms that believe they can provide equivalent supplies may submit written notifications within five days of the notice’s posting to be considered for a competitive procurement. Responses must include company identifiers and business size information and be submitted by November 29, 2017, to the specified government contact. The final decision to compete the procurement lies with the government based on the information received.
