Full Description

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13, Simplified Acquisition Procedures. The US Army Contracting Command, Aberdeen Proving Ground - Installation Contracting Division, 6001 Combat Drive, Aberdeen, Maryland, 21005 has a requirement to procure the following: Custom Biological Test Kits for the Detection of Specific Target Agents The intended delivery date for these items is 18 July 2013. The Government intends to award a firm-fixed price sole source contract to Meso Scale Diagnostics, a registered small business. This firm is the original and sole developer/manufacturer/distributor of the bio kits and there are no authorized resellers able and authorized to provide the required items since they are in use with proprietary equipment owned by the Government. The associated North America Industry Classification System (NAICS) Code is 325413 and the Business Size Standard is 500 employees. All responses received within fourteen (14) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, 11 July 2013. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
