The US Army Contracting Command at Aberdeen Proving Ground is preparing to award a sole source contract to Syntronics for firmware modifications to the Syntronics D4DG2 system, which will support the D4B/D4DG2 controller and result in the delivery of two prototype D4B slices. This procurement follows Federal Acquisition Regulation (FAR) Part 13 simplified acquisition procedures and is planned as a firm-fixed price contract. Syntronics is identified as the sole source manufacturer of the D4D product line, including both the D4DG2 software and the D4B slice hardware, which justifies the non-competitive nature of this award. The expected delivery of the items is eight weeks after receipt of order or sooner. The solicitation invites responses within five days of the notice's publication, allowing interested parties to indicate if competition would be beneficial in future procurements by providing clear and convincing evidence. The government reserves the discretion to proceed without competition if no compelling case is made. Interested entities must submit their responses by 2:00 pm Eastern Time on September 24, 2013, with any questions directed by email to the designated purchasing agent, Ms. Toni M Foster. The contract falls under NAICS code 334511, with a business size standard of 750 employees, and the primary point of contact is located at the Aberdeen Proving Ground in Maryland.
