The US Environmental Protection Agency (EPA), Office of Research and Development, Natural Systems Characterization Branch, plans to award a sole source fixed-price Purchase Order for specific new equipment related to Pandora spectrometer systems. The equipment includes various components such as the Pandora1S Head Sensor, UV/VIS Spectrometer with temperature control housing, Enhanced Sun Tracker, and associated hardware. SciGlob Instruments and Services, LLC is the sole manufacturer and holder of proprietary technology and exclusive rights for these products in the United States, with no authorized resellers or distributors, making the sole source procurement necessary to ensure compatibility and interoperability with existing EPA and NASA-developed air quality remote sensing systems deployed nationwide. This sole source action is justified based on the specialized nature of the Pandora spectrometer system, which is integral to the EPA’s Photochemical Assessment Monitoring Stations (PAMS) program and supported by established Quality Assurance Project Plans and Standard Operating Procedures. Introducing equipment from other manufacturers would require extensive redesign of data processing systems and quality assurance documentation, resulting in undue burdens. The contract falls under NAICS code 333314, with a business size standard of 500 employees. The announcement serves as a notification and is not a solicitation or request for proposals, though interested parties that believe they can meet the requirement may submit evidence of capability by a specified deadline for consideration of competitive procurement. Communication and submissions are managed through FedConnect, with contact options available via email in case of registration issues.
