The U.S. Fish and Wildlife Service intends to procure a microbial identification system that employs the latest redox chemistry technology to identify bacteria, fungi, and yeasts based on phenotypic characteristics. This system, exclusively manufactured by Biolog, Inc., utilizes proprietary MicroPlate test panels and can rapidly identify over 2,500 microbial species through 94 different tests. The equipment is designated for use at the new environmental DNA (eDNA) laboratory at the La Crosse, Wisconsin Fish Health Center. Given the unique technology and exclusivity of the manufacturer, the procurement is planned as a sole source acquisition under FAR Clause 6.302-1, with a focus on small businesses classified under NAICS code 325413, which pertains to In-Vitro Diagnostic Substance Manufacturing, and a size standard of 500 employees. Although this notice is not a competitive solicitation, interested small businesses with relevant capabilities are encouraged to respond to provide information that may influence whether the government proceeds with a competitive procurement. The final decision to compete the requirement rests solely with the government. Responses were requested by September 11, 2012, with Thomas Hoover serving as the Contracting Officer contact. This procurement supports the Fish and Wildlife Service’s efforts to enhance microbial identification capabilities critical to fisheries health and environmental monitoring.
