AI Contract Overview
The Department of Energy’s National Energy Technology Laboratory intends to award a sole source purchase order to GEOTEK Ltd. for critical upgrade components and services required to maintain the operational integrity of its existing Multi-Sensor Core Logger-Standard system. The scope includes essential hardware such as a Windows 11 acquisition PC, additional magnetic susceptibility sensor, MSCL electronics, P-wave transducers for plastic-lined sediment cores, core boats for PQ and HQ rock samples, a Cs-137 gamma source, and a MKII gamma detector—all of which are proprietary to GEOTEK and incompatible with any other vendor’s technology. The package also includes installation and three days of on-site training by a GEOTEK engineer to ensure seamless integration. The decision to proceed without competition is based on the necessity of proprietary hardware and software interfaces, which only GEOTEK can provide due to exclusive access to source code and system specifications. No alternative suppliers capable of fulfilling these specific technical and compatibility requirements have been identified. This notice serves as a preliminary step, not a solicitation, and provides an opportunity for other potential vendors to submit evidence of their ability to meet the requirement by 5:00 PM ET on June 26, 2026. Responses must be submitted in writing to Arturo Manantan at arturo.manantan@netl.doe.gov and cannot be made by phone. The government retains full discretion to proceed with sole source award based on the responses received, or to open a competitive process if viable alternatives are demonstrated. This action falls under FAR Part 12 and is associated with NAICS code 334516, with the office located in Morgantown, West Virginia. Any failure to respond by the deadline will be interpreted as no viable alternatives exist, confirming the justification for sole source procurement.

In order to assure satisfactory operation of the existing NETL owned GeoTek Multi-Sensor Core Logger-Standard (MSCL-S) system, the parts for upgrades must be obtained from GEOTEK Ltd. for compatibility and warranty purposes. In addition, these upgrades require integration with GEOTEK proprietary hardware and software. No other vendors have access to this proprietary technology or the source code required to interface new components with the legacy system. As such, this is considered a sole source to GEOTEK Ltd. because, to the best of the NETL’s knowledge, based on market research conducted GEOTEK Ltd. is the only known source that can provide these parts. No known potential alternate sources exist which could satisfy NETL's requirement.
