The Department of Veterans Affairs, through its Network Contracting Office 7 at WJB Dorn Medical Center, plans to award a sole-source, firm-fixed contract to Roche Diagnostics Corporation for the procurement of reagents necessary for patient testing of Hepatitis C Virus (HCV) Ultra Quants and Human Immunodeficiency Virus (HIV) viral loads. This contract covers a base year plus four one-year option periods, with initial funding exceeding $1 million. The reagents are specifically designed for use with the COBAS 6800 system currently installed at the Dorn VA Lab, and the contract's anticipated start date is February 10, 2017. The unique nature of the COBAS 6800 system and the specialized reagents it requires necessitate a sole-source award to avoid significant delays and increased costs that could come from transitioning to a different supplier. The acquisition aligns with the VA’s legal obligation to support and maintain this testing capability. The Department justifies the sole-source procurement on the grounds that other sources are unlikely to immediately meet the technical and operational requirements due to the specialized equipment involved. Although this notice is not a request for competitive proposals, interested parties may submit documentation demonstrating their capabilities to meet the requirement by January 10, 2017. The VA emphasizes that all respondents must be registered in the System for Award Management (SAM) and understands that responses will help determine whether a competitive solicitation is necessary. The procurement includes various reagent kits and related consumables essential to the continued clinical testing for HCV and HIV viral loads.
