The US Environmental Protection Agency (EPA) intends to award a sole source fixed-price purchase order for a GANYMEDE Series Optical Coherence Tomography (OCT) Imaging System, specifically the GAN210C1 model. This specialized OCT system must meet precise technical specifications including a spectral domain configuration with an emphasis on high axial resolution (6.0 µm in air, 4.5 µm in water), a center wavelength of 930 nm optimized for penetration through water to biofilms, adjustable immersion spacers to minimize surface reflection artifacts, multiple discrete A-Scan rates ranging from 5.5 to 36 kHz, sensitivity between 93 and 101 dB, and other features tailored to the EPA's biofilm study requirements. The EPA has identified THORLABS, INC. as the sole authorized source for this equipment, with no other authorized resellers or distributors in the United States. This notice serves as an official announcement and notification of the EPA's intent to procure this system solely from THORLABS, based on the unique capabilities and lack of viable alternatives. The solicitation is not a request for quotes or proposals, but interested parties are invited to demonstrate their ability to meet these requirements by submitting evidence of capability by December 11, 2019. All communications must be submitted in writing to the designated EPA contact, Anthony Porter, with telephone inquiries not accepted. The opportunity is managed under NAICS code 333314, for businesses with up to 500 employees. To facilitate vendor interaction, the EPA recommends use of the FedConnect platform, though email submissions are accepted under specific circumstances due to registration issues. The EPA retains sole discretion to decide on competitive procurement after reviewing any responses.

In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. The US Environmental Protection Agency (EPA), Water Infrastructure Division, Center for Environmental Solutions and Emergency Response, 26 West Martin Luther King Drive, Cincinnati, OH 45268 has a requirement for a new GANYMEDE Series OCT (Optical Coherence Tomography) Imaging System (GAN210C1) with the following specifications: 1. A spectral domain (SD) OCT (Optical Coherence Tomography) system: Provides the following balance between axial resolution and imaging depth which are inversely correlated. Resolution is more important than imaging depth. a. Axial resolution (Air/Water): 6.0 - m/4.5 - m b. Imaging depth (Air/Water): 2.9 mm/2.2 mm 2. Center wavelength: 930 nm where water does not absorb, allowing the light to penetrate through water to the biofilm and back to the detector. Longer wavelengths do not work for our biofilm study. 3. A minimum of three discrete A-Scan Rates: 5.5 - 36 kHz 4. A maximum pixels per A-Scan: 1024 5. Sensitivity: 93 - 101 dB 6. Spacer reference arms to combat the change in optical pathlength 7. Adjustable immersion spacers to remove artifacts from the reflections at the water surface THORLABS, INC. located at 56 SPARTA AVE, NEWTON, NJ, 07860 is the sole source of the GANYMEDE Series OCT (Optical Coherence Tomography) Imaging System (GAN210C1), there are no authorized resellers or distributors in the United States of America. The North American Industrial Classification System (NAICS) code for this effort is 333314 and the business size standard is 500 employees. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy this requirement. This notice of intent is not a request for quote/proposal.
