The Bureau of Land Management in Cheyenne, Wyoming, plans to award a sole source contract to Trimble Mapping and GIS Division for the delivery of sixty-three TSC7 survey controllers and associated accessories to nine BLM State Offices by November 12, 2019. Trimble Navigation products are the established standard for the BLM's cadastral receivers, controllers, and software, with proprietary technology that limits compatibility with other manufacturers' GPS products. Due to this exclusivity, no formal solicitation package will be issued, and no telephone or fax requests for information will be accepted. Potential vendors wishing to challenge the sole source determination must provide clear and convincing justification that competition would benefit the government, with detailed capability statements due by September 25, 2019. The North American Industry Classification System (NAICS) code for this procurement is 334511, with a size standard of $750 million. The government maintains discretion over whether to open the procurement to competition. This notice emphasizes the specialized nature of the equipment and the reliance on Trimble as the current standard provider for the intended use.
