The United States Fish and Wildlife Service plans to award a firm-fixed-price purchase order on a sole-source basis to Franklin Young International for the procurement of a Qiagen Sigma 4-16S Centrifuge and Plate Rotor. This acquisition will be conducted under the simplified acquisition procedures, as the total amount does not exceed the Simplified Acquisition Threshold. The sole-source justification is based on the determination that Franklin Young International is the only responsible source able to meet the agency’s specific requirements for this laboratory equipment. The contract is associated with NAICS code 334515, which pertains to instrument manufacturing for measuring and testing electricity and electrical signals, and the product service code 6640 for laboratory equipment and supplies. While this notice is not a solicitation for competitive quotations, the agency welcomes capability statements or proposals from other responsible sources that can demonstrate their ability to fulfill the requirements and show that competition would benefit the government. Responses must be submitted via email to the designated contract specialist by May 23, 2026, and must include the firm’s Unique Entity ID and business size classification. Registration in the System for Awards Management (SAM.gov) is mandatory for all vendors, as payment processing will rely on accurate and updated SAM information, including banking details. The solicitation and contract details are accessible through the SAM.gov portal, and the government retains the discretion to decide whether to open the procurement to competition based on information received.
