AI Contract Overview

The Department of Veterans Affairs, Network Contracting Office 7, WJB Dorn Medical Center in Columbia, SC, intends to award a sole-source, firm-fixed contract to bioMérieux, Inc. for the procurement of test panels, reagents, and consumables specifically designed for their proprietary microbiology equipment, including the Vitek 2 XL, Bacter/Alert 3D, and Vitek MS instruments. The contract covers a base year with four one-year option periods, with base year funding under $100,000 and a performance period starting January 16, 2018. This procurement is justified as sole-source due to the proprietary nature of the instruments and reagents, which are tailored uniquely to the Dorn VA Laboratory's needs. The continuity of these supplies is essential to maintain timely and accurate diagnostic testing critical to patient care, particularly for bacterial identification and blood stream infection testing. Awarding the contract to another provider is considered impractical because of the risk of delays, potential harm to patient care, and additional costs that might arise as a new vendor familiarizes itself with the requirements. Although this notice is not a solicitation for competitive proposals, the Department invites interested contractors to demonstrate their capability to fulfill the requirements by submitting detailed documentation by the specified deadline. Only SAM-registered contractors will be eligible for award, and the government will consider responses solely to determine if a competitive procurement is warranted. The contract ensures compliance with relevant Federal Acquisition Regulations and supports the VA’s obligation to reliably supply essential laboratory products for its microbiology diagnostics.
