The Center for Health Care Contracting, located in Fort Sam Houston, Texas, plans to award a sole source contract to Applied Biosystems, LLC for the procurement of specialized DNA reagents under NAICS code 325413. This contract supports the Department of Defense DNA Registry at the Armed Forces Institute of Pathology in Rockville, Maryland, with an expected delivery date of September 15, 2010. The purchase includes a detailed list of reagent supplies such as various optical plates, buffers, kits, and reagents specifically designed for use with Applied Biosystems instrument models 3730, 3500, and 7500. The sole source nature of this contract is justified by the fact that Applied Biosystems is the only supplier capable of meeting the government’s requirements, ensuring compatibility and standardization essential to maintain laboratory accreditation and testing accuracy. The reagents are critical for maintaining consistency in DNA analysis and are exclusive to Applied Biosystems' equipment. Additionally, the requirement excludes a software license agreement for GeneMapper ID-1X, which is proprietary to Applied Biosystems. This procurement is conducted under the authority of FAR Part 13.106-1(b)(1), emphasizing that only one source is reasonably available to fulfill the specific technical and operational needs.
