AI Contract Overview

NASA/MSFC intends to purchase five Rocket Motor ICP Pressure Sensors from PCB Piezotronics, Inc. on a sole source basis under FAR Part 12. This specific manufacturer is identified as the only source capable of meeting extreme combustion test requirements, specifically providing a critical helium bleed feature that prevents combustion material from clogging the port. Utilizing an alternative sensor is deemed impractical due to the potential for increased costs related to re-tooling existing test equipment and negative impacts on project scheduling. Interested organizations were invited to submit capabilities and qualifications by July 29, 2014, to determine if the procurement should be conducted on a competitive basis. The acquisition is categorized under NAICS code 334419 and is subject to NASA Clause 1852.215-84 regarding the Center Ombudsman. All final determinations regarding competition remain at the sole discretion of the government.

Full Description

NASA/MSFC has a requirement for five (5) Rocket Motor ICP Pressure Sensors NASA/MSFC intends to purchase these items from PCB Piezotronics, Inc. on a Sole Source basis. PCB Piezotronics, Inc. is the only manufacturers and distributor that can provide a sensor that meets NASA/MSFCs extreme combustion test requirements. PCB Piezotronics Inc.s sensor also includes a helium bleed, which prevents combustion material from clogging the helium bleed port and is a critical requirement for testing. The purchase of any other sensor would be impractical due to the added cost to the Government in re-tooling existing test equipment and the impact this would have on scheduling. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 2:30 p.m. local time on 7/29/2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html
