The U.S. Geological Survey intends to award a purchase order to Chalmers University, Sweden for Network for Observation of Volcanic and Atmospheric Change (NOVAC) scanner systems under FAR Part 12, which governs the acquisition of commercial products and services. This action is issued as a notice of intent to solicit from a single source, as Chalmers University is the only known provider capable of delivering scanners that meet the required technical specifications and ensure compatibility with existing NOVAC systems. The scanners include high-latitude DOAS units made of plastic, designed for disassembly into a scanner mounting component, motor mounting component, and protective hood, equipped with four custom bolts and two fiber optic ports to enable dual beam measurements. Each system incorporates a fused-silica tube heated by the stepper motor to prevent rime ice buildup, a metal pole holder for mounting on steel frames or masts, a six-meter motor cable with specialized connectors and a DB9 adapter for data acquisition integration, and cylindrical quartz windows that enhance scattered UV radiation collection for improved wind speed measurements. This procurement is classified under NAICS code 334519 and is being managed by the Office of Acquisition Grants within the Department of the Interior, located in Sacramento, California. All responses must be submitted electronically via email to yangzhi_deng@ios.doi.gov no later than July 3, 2026, at 1500 PST; hardcopy or web portal submissions will not be accepted. Although the notice is not a formal solicitation, responsible parties may still submit quotations, and the government retains sole discretion to determine whether to proceed without competition based on any responses received. No solicitation document will be issued, and no contract clauses, evaluation factors, pricing details, delivery schedules, or inspection protocols are included in this notice, as it serves only to fulfill public notice requirements under RFO FAR Subpart 5.101(a).
