NWCCs' functions are natural resource planning support, data acquisition and management, technology innovation, partnerships and joint ventures, as well as technology transfer. Over the past 30 years the NRCS SNOTEL and Soil Climate Analysis Network (SCAN) networks have operated on the meteor burst radio technology. Time and elements have made it necessary to plan for and replace products/components. NWCC is in need of products/components such as dataloggers, multiplexers, transmitters, probes, pyrometers, wind monitors, various sensors, as well as refining, calibrating, programming required modifications as specified by NWCC to interface between MCC545B radios and existing dataloggers. These items help in the collecting of data from multiple Meteorburst master stations in order to obtain remote station data from SNOTEL and SCAN systems and to include power cables and communication cables. Radios and all connecting power and communication cables transmit data collected from SCAN stations and SNOTEL stations across the United States. Items are to be replacements for existing SCAN stations. Meteorburst transmitters are the primary source for transmitted SNOTEL and SCAN data used in essential engineering research and development projects with field applications throughout the USDA-NRCS. The products must be compatible to interface with existing MCC/Maiden Rock Communications equipment that exists under proprietary operating systems. A determination by the Government not to compete this proposed order is at the sole discretion of the Government. Oral communications are not acceptable in response to this notice.
