The U.S. Environmental Protection Agency Region 6 Office plans to negotiate a sole source contract with Tyco Environmental Systems for the procurement of a Trailer Mounted Nutrient Analyzer, specifically the Greenspan Aqualab real-time nutrient monitoring unit. This equipment is designed to detect unauthorized nitrogen and phosphorus discharges into U.S. waters, fulfilling a critical environmental monitoring need. The EPA asserts that Greenspan Analytical is the only manufacturer offering such real-time nutrient monitoring technology, positioning this as a unique procurement opportunity. The contract includes both the equipment and associated services, and it is not a competitive solicitation but a notice inviting other interested parties to demonstrate their capability within five days of the announcement if they believe they can meet the requirements. Respondents must provide detailed technical information, relevant literature, and itemized pricing to allow the EPA to assess the feasibility of competition. The government retains sole discretion to proceed without competition based on the responses received. Central Contractor Registration (CCR) is required before contract award. If no other responses are received, the EPA intends to award the contract directly to Tyco Environmental Systems. The contract is administered by the Region 6 Contracting Office in Dallas, Texas, and contacts are provided for further inquiries. The solicitation reflects an intent to streamline acquisition while ensuring compliance with procurement policies.
