66--SPECIAL NOTICE OF INTENT TO SOLE SOURCE - AGILENT TECHNOLOGIES, INC

The US Army Engineer Research and Development Center (ERDC) - Vicksburg, MS intends to issue a sole source award utilizing Simplified Acquisition Procedures to Agilent Technologies, Inc. This manufacturer is the only source that can provide the required equipment that is compatible to existing laboratory equipment. The contractor shall provide 70 plus custom microarray chips plus all kits and backings that use the patented manufacturing process of phosphoramidite chemistry for on slide synthesis of microarrays. The applicable North American Industrial Classification System Code (NAICS) code that this procurement falls under is 541711 Research and Development in Biotechnology, with a size standard of 500. This notice of intent is for information purposes only. All sources eligible to provide this product must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this product as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within ten (10) calendar days after publication of this notice, to the effect that comparable products are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
