The Naval Oceanographic Office (NAVOCEANO) plans to award a sole-source, firm fixed price contract for seismic repair and maintenance parts, intended to be provided exclusively by Subsea Technologies, Inc., recognized as the sole provider for these parts. This non-competitive award will be conducted under FAR 13.106-1(b) with no additional solicitation issued, though all responsible sources are invited to submit bids, proposals, or quotations within five calendar days following the notice, after which the government will decide whether to proceed without competition. The contract will have a five-year ordering period starting with an anticipated award date of September 21, 2018, and it is specifically set aside for small businesses under NAICS code 334511. This requirement supports the Department of Defense and will be managed from the Naval Oceanographic Office, located at the Stennis Space Center in Mississippi. The sole-source nature stems from the unique capability of Subsea Technologies, Inc. to supply the necessary seismic repair and maintenance parts, critical for the government's operational needs. The process offers transparency by allowing submission of competitive offers despite the intended sole-source award, while preserving the government's discretion in finalizing the contract without competition.
