NASA/LaRC has a requirement for twenty (20) three inch prepolarized microphones.NASA/LaRC intends to purchase the items from PCB Piezotronics, Inc. PCB Piezotronics isthe original equipment manufacturer (OEM) of the prototype Microphones. The requiredmicrophones contain PCB Piezotronics' proprietary technology. Due to the proprietarytechnology and special technique and experience in fabrication of the infrasonicmicrophones, PCB Piezotronics is the only source that can manufacture the requiredmicrophones. The Government will save time, NRE cost, and obtain quality assurance bypurchasing the items from PCB Piezotronics, Inc. It would take substantial duplication ofresources and time for another source to provide similar rmicrophones, and thisadditional expense is not expected to be recovered through competition.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 04/11/2011. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis.
