Solicitation # SPE4A5-27-T-2034
Solicitation SPE4A5-27-T-2034 is a request for quotations from the DLA Weapons Support ASC Supplier Oper OEM Division for the procurement of 12 humidity-temperature probes, identified by NSN 6685008037705. This critical application item must adhere to basic specification MIL-DTL-27723F and utilize connector class H per MIL-DTL-5051H with pin arrangements following MIL-STD-1651A Appendix A. The contract requires a first article test consisting of three probes, with the resulting test report conforming to MIL-HDBK 831. A specific focus is placed on monitoring sensor resistance during testing to ensure conformance with section 3.4.2.1, as failure to maintain these values will result in sensor failure. The procurement is not a small business set-aside and requires compliance with the Buy American Act and the Berry Amendment. Delivery is set as FOB Origin, with inspection and acceptance also occurring at the origin. Packaging and marking must comply with MIL-STD-2073-1E and MIL-STD-129. Due to the nature of the materials, suppliers must provide Safety Data Sheets and Hazard Warning Labels for approval by technical personnel prior to award in accordance with 29 CFR 1910.1200. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to NIST SP 800-171 and DFARS cybersecurity standards for safeguarding covered defense information.

AI Contract Overview

The contract involves the procurement of ten units of a flight-critical part, identified as NSN 7R-6645-014771140-KB, with delivery FOB origin. The government does not possess the necessary technical data or rights to purchase or repair this item from other sources, as acquiring such data is deemed uneconomical. Due to the technical nature and criticality of the part, only previously approved sources by the government are eligible to bid, and new sources must undergo a formal approval process, which can delay procurement. Interested suppliers must submit detailed technical data and source approval documentation as specified in NAVSUP Weapon Systems Support brochures; failure to do so will disqualify proposals from consideration. The solicitation emphasizes that the award may proceed without competition if timely source approval cannot be obtained, based on fleet support needs. The process is managed by NAVSUP WSS, and interested parties can access relevant specifications, standards, and documentation through designated government portals. The government intends to negotiate directly with approved sources under FAR 6.302-1, but all responsible parties may express interest or submit proposals within the specified response period. The contract will be awarded only if the offeror and product meet all qualification requirements at the time of award.
