This notice of intent is not a solicitation and no competitive quotes are requested; however, other vendors believing they can meet the requirements may submit written notifications by a specified deadline. Such responses will only be used to determine the possibility of a competitive procurement, with the final decision resting entirely with the Contracting Officer. Any response must convincingly demonstrate that competition would benefit the government.
