This contract involves the procurement of three rate of flow transmitters specifically designed for the F16 C/D aircraft, identified under AMC code 1T and master NSN 6620-01-167-0874. These transmitters comply with MIL-T-38144 performance standards and are critical for measuring and transmitting fuel flow rates, expressed in pounds per hour, to aircraft instrumentation without the need for separate density correction. The physical specifications include an overall length of 11.2 inches, a diameter of 4.125 inches, and a combination of steel, metal alloys, aluminum, plastic, and rubber materials. The contract requires delivery of all three units to Lockheed Martin Aero Company in Ft. Worth, TX by October 31, 2012. The acquisition is controlled under Qualified Products List (QPL) procedures, limiting competition to qualified sources only, ensuring adherence to strict quality and compatibility standards. Potential vendors were encouraged to submit bids or proposals, with an appointed Ombudsman available to address concerns confidentially, though not involved in the evaluation or award process. This acquisition does not use commercial item acquisition policies but allows for commercial item interest notification within 15 days of the notice. The solicitation, issued electronically as a Request for Written Quotation, anticipated award within 60 to 90 days following the notice posting date of July 12, 2012. Key points of contact and potential suppliers include Parker-Hannifin Corp and Ametek Inc.
