Solicitation SPE7M1-27-T-1413 is a fixed-price procurement issued by the DLA Weapons Support Maritime Supply Chain for the supply of 12 units of test leads, identified by NSN 6625-01-613-0530 and Fluke Electronics Corp part number 6730. The requirement is not a small business set-aside and is subject to the Buy American and Balance of Payments Program for quotes exceeding the micro-purchase threshold. Delivery is specified as FOB Origin with a required delivery date of April 3, 2027, and a need ship date of April 20, 2027. The items are to be delivered to DLA Distribution San Joaquin in Tracy, California, with both inspection and acceptance occurring at the destination per FAR 52.246-2. The contract mandates strict adherence to packaging and marking standards, specifically MIL-STD-2073-1E for packaging and MIL-STD-129 for marking. Administrative requirements include the use of the Wide Area WorkFlow system for electronic invoicing and payment requests. This market research effort seeks responses from qualified contractors capable of providing a Universal Data Acquisition System (UDAS) centered on the DEWESoft SIRIUS-R8 platform, as detailed in the technical specifications. The procurement aims to acquire a modular, scalable system suitable for laboratory and field testing, featuring high-precision measurement modules, multiple sensor inputs, and robust environmental ratings such as IP67. The system components include various input modules (voltage, strain gauge, thermocouple), communication cables, and a power supply, all designed to operate within a temperature range of -40°C to 85°C and support high sampling rates up to 100 kS/s per channel. The specifications emphasize compliance with environmental durability, electrical isolation, and measurement accuracy standards, although no formal standards or clauses are explicitly cited. This notice functions solely as a Request for Information (RFI) to facilitate market research, with responses used to inform future acquisition strategies. It does not constitute a solicitation or guarantee any procurement action, nor does it restrict the Government’s ultimate approach. Interested parties are instructed to submit capability statements via email by November 26, 2025, including their interest and relevant capabilities, and must be registered in SAM.gov with completed representations and certifications as mandated by FAR 4.11 and 4.12. The Department of the Interior, located at the Denver Federal Center, is the contracting activity, but no specific contract clauses, evaluation factors, or formal delivery schedules are provided at this stage. The effort is focused on gathering technical and capability data to support potential future procurement actions for the specified data acquisition system.
