66--Upgrade Edstrom Watchdog Security System

The Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with Edstrom Industries, Inc. of Waterford, WI to upgrade and extend our current Edstrom "Watchdog" Security System to Version 5. This system upgrade is immediately required for the Research Department at the Zablocki VA Medical Center, Milwaukee, WI. The researchers upgrade must be compatible with existing equipment, utility connections in place and components. The system upgrade will include expansion of our HVAC system and automatic watering system to warn when the temperature and/or humidity falls below pre-set levels, when the watering system filters need to be changed, and when the water pressure is too low or too high. Upgrade shall include secure, real-time, and permanent data collection along with centralized alarm notification and system configuration to the existing equipment. The upgrade will allow for easy viewing and configuration of the system from any computer with network access. The system will include, but not be limited to Automated Watering System Flushing Control; Lighting System Monitoring; Environmental Monitoring; Real-time readings; Alarm Notification, etc. NAICS 339999 - 500 Employees. To the best of our knowledge the Edstrom Watchdog System Version 5 is the only system that has all of the above features integrated into one system. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements is requested to submit clear and convincing evidence of their ability to provide these products. Vendors are required to include but not be limited to manufacturer's brochures, system properties and salient characteristics of the product. Written notification must be submitted to the Contracting Officer on or before the response due date of this synopsis. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Edstrom Industries, Inc.
