GOVERNMENT RESPONSIBILITY - The USDA, ARS, PSWMRU shall be responsible for ensuring that the facility electrical connections, ventilation system and argon gas supply and associated connections meet the required contractor specifications for proper operation of the Simultaneous Inductively Coupled Plasma-Optical Emission Spectrometer (ICP-OES), components and accessories. After delivery, the USDA, ARS, PSWMRU shall be responsible for receiving, uncrating and setting the unit on a suitable laboratory bench for contractor set-up. GENERAL SPECIFICATIONS - The USDA, ARS, Pasture Systems and Watershed Management Research Unit (PSWMRU) in University Park, Pennsylvania, requires the Contractor to furnish and deliver a new Simultaneous Inductively Coupled Plasma-Optical Emission Spectrometer (ICP-OES), components and accessories. This system which is controlled by a personal computer will be used for analysis for aqueous samples for P, Ca, Fe, Al, K, Mg, Mn, Mo, Si, Na, Zn, Pb, S, As, Se, Cd, and Ni. SALIENT CHARACTERISTICS - The USDA, ARS,(PSWMRU) has determined that Varian Inc?s. Simultaneous Inductively Coupled Plasma-Optical Emission Spectrometer (ICP-OES), components and accessories is the only equipment with the following salient characteristics: Following are the unique specifications for the axially viewed simultaneous ICP-OES system that is required for the analysis of the aqueous samples referred to above. The requested Inductively Coupled Plasma Atomic Emission Spectrometer must have the following features: a. It must be compact and bench mounted (i.e. sets on a lab bench). The entire system must fit into a footprint not greater than 6.5 inches long by 4 feet wide. Location of equipment: 1st floor, PSWMRU Water Quality Laboratory (Penn State University). b. The instrument must be truly simultaneous (i.e., all analytes of interest over the emission range of 167-785nm from ppb to % level must be measured at the same time). c. It must be fitted with an axially viewed plasma using a cooled cone interface. d. The polychromator must be purged with argon to allow for the analysis of low wavelength emission lines (<185nm). e. It must be fitted with a free-running air-cooled 40 MHz RF generator. f. The polychromator must be thermostatted to 35?C, and be under full PC control via a true 32 bit multi-tasking and multi-threading software environment compatible with Windows XP or higher. g. Contractor must supply 1 axially viewed simultaneous ICP atomic emission spectrometer with 4 channel peristaltic pump, mass flow controller, and software package. h. Contractor must supply appropriate recirculating water cooling device. i. Contractor must supply autosampler with a minimum one standard rack and one sample rack having a minimum of 60 sample positions; sampler must be expandable to handle up to 400 sample positions in addition to standards. j. Contractor must supply a PC, monitor, and printer as specified below. k. Contractor must include installation and a full one-year warranty. This warranty will include a preventative maintenance visit at 6-month intervals. l. Contractor must include 2 days of training at Contractor?s facility by a qualified application chemist as well as 1 day of training at Government Facility from a qualified customer service engineer. m. In addition to the nebulizer, spray chamber and torch included with the instrument, Contractor must provide spare sample introduction supplies for operation for one full year to include one spare nebulizer, spray chamber, torch and sample tubing. n. The system must be compatible with instrumentation currently being used in projects as well as with instrumentation that will soon be acquired. PSWMRU conducts a wide array of collaborative research projects with Penn State University?s Agricultural Analytical Services Laboratory (PSUAASL), including laboratory method development that include routine exchanges of samples and require parity in protocols. o. The system must have the ability to easily interface with the Varian 730-ES ICP-OES system that is owned by PSUAASL. The Varian ICP-OES 730?s CCD detector is consistent with the unit operated by Penn State University?s Agricultural Analytical Services Laboratory. p. The system must be capable of interfacing with the Varian 1200L Gas Chromatograph/Liquid Chromatograph Tandem Mass Spectrometer system that we are currently purchasing separately. q. The PSWMRU requires a CCD detector with simultaneous detection to ensure high resolution and accuracy in analyzing matrices from various environmental samples, including soils, waters, manures, plant tissues and biosolids. These variable matrices also contain analytes that can range in concentration by several orders of magnitude. Therefore, the CCD detector must be capable of covering a minimum of 96% of the total wavelength spectrum of known analytical lines between 167-785nm and have a high number of pixels (~70,000) arranged in continuous angled arrays to exactly match the spectral image of the echelle optical system. The detector must also have low noise performance and include temperature feed back from the detector to ensure low noise performance. Segmented array detectors or CID detectors do not meet these specification and are not acceptable. Only the Varian ICP-OES contains a CCD detector with true simultaneous detection of 96% of wavelengths in the region of 165-785 nm, including UV emission lines below 185nm (includes analyte and background emission intensities).TECHNICAL SPECIFICATIONS ? The USDA, ARS, Pasture Systems and Watershed Management Research Unit requires an axially viewed, simultaneous Inductively Coupled Plasma ? Optical Emission Spectrometer (ICP-OES) and Components. The automated system which is controlled by a personal computer will be used for analysis of aqueous samples for P, Ca, Fe, Al, K, Mg, Mn, Mo, Si, Na, Zn, Pb, S, As, Se, Cd, and Ni. The software must include AutoMax?, a fast, automated method optimization routine which eliminates manual optimization and provides fast method development. The software must also include a MultiCal feature which assists in extending linear dynamic range and automatic validation of results. All software must be Year 2000 and Section 508 Accessibility Compliant with Sections: 1194.21, 1194.25 and 1194.26. The Government many request additional information from the Contractor to determine product compliance. The software must have the ability to do two forms of spectral interference correction. Traditional Interfering Element Corrections (IEC) must be available and the system must be able to calculate these values automatically. The system must also have an advanced, Fast Automated Curve-fitting Technique (FACT) available to help correct for severely structured backgrounds (US Patent 6,137,104). The system must be able to apply spectral interference correction in addition to background correction post sample analysis, eliminating the need to reanalyze the sample thus increasing productivity. PC Control -Full PC control of auxiliary and plasma gas flows, power setting, wavelength selection, viewing height and horizontal viewing position. Nebulizer gas flows must be controlled by software via a mass flow controller. There should be automated routines for adjusting all instrument parameters to optimize a set of elements. This must be possible for both individual parameters as well as a group of parameters. Peristaltic pump speed must be under PC control. A Smart-Rinse? feature for specifying minimum signal level on rinse out must be provided to improve productivity. PC selectable option to speed up pump during sample presentation must be provided. Automatic Argon line wavelength calibration on plasma ignition must be provided. Networking Support and Data Exchange -System and software must be able to direct data to a Windows XP computer, a laboratory information management system (LIMS), or a spreadsheet. This capability must feature real-time exporting via dynamic data exchange (DDE). k. Three-year next business day onsite parts and labor service contract. The Contractor must provide proof of conformance to ISO9001 standards for both hardware and software development. A certificate or statement must be provided as proof. Compliance to ISO9002 alone is not satisfactory, as this does not cover product development functions. l. Performance - Productivity - The ICP-OES must include a four-port Switching Valve System (SVS) which immediately rinses the sample introduction system while the next sample is being introduced to the instrument. This reduces carryover, increases sample throughput, and decreases cost per analysis. m.
