This contract involves the procurement of four units of a specific item identified as NSN 1H-6625-016835322-X5, TDP Version 001, to be delivered to DLA Distribution in Norfolk, Virginia, and issued to Jo-Kell Inc. in Chesapeake, Virginia. The government intends to negotiate exclusively with one source due to proprietary data rights that cannot be obtained or replicated economically from any other suppliers. Although not a request for competitive quotes, interested parties may express their interest and capability to fulfill the requirement, with responses potentially determining whether a competitive process takes place. The contract award hinges on meeting qualification requirements specified under FAR clause 52.209-1, and the government’s market research indicates that acquisition policies for commercial items (FAR Part 12) will not be used. Documentation and specifications related to the acquisition can be accessed through designated military channels. The procurement is managed by the Naval Supply Systems Command Weapon Systems Support office, located in Mechanicsburg, Pennsylvania. The contract falls under regulations that include compliance with Free Trade Agreements and relevant DFARS clauses concerning trade agreements and the Buy American Act. Interested contractors have a 15-day window from the notice date to demonstrate their interest or capability to provide a commercial equivalent. The point of contact for inquiries is Emily R. Seratch, reachable via phone or email. The solicitation and contract details are publicly available on the federal contracting portal.
