The North Texas VA Medical Center is conducting market research to obtain Blood Gas Analyzers Gem Premier 7000 rental for base plus four option years described in the Preliminary Statement of Work below.
This is a SOURCES SOUGHT NOTICE only looking for businesses to provide the services listed in the Preliminary Statement of Work below for market research purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs.
Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Service-Disabled Veteran-Owned, Veteran-Owned, and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice.

STATEMENT OF WORK
A. GENERAL INFORMATION 1. Introduction: VANTHCS P&LMS would like to obtain blood gas analyzers for testing CO-oximetry, electrolytes, and metabolites. The tests performed are: pH, pCO2, pO2, measured total Hemoglobin (tHb), Oxyhemoglobin (O2Hb), measured oxygen saturation (sO2), carboxyhemoglobin (COHb), methemoglobin (MetHb), actual bicarbonate (cHCO3-), actual base excess (ABE), sodium (Na+), potassium (K+), chloride (Cl-), ionized calcium (Ca2+), glucose (Glu), lactate (Lac). 2. Scope of Work: The contractor will provide blood gas analyzers, analyzer warranty, service for repairs, data manager and supplies. The Contractor agrees to the following terms of this contract exclusively with VISN 17, VA North Texas Health Care System facilities. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. B. GENERAL REQUIREMENTS 1. The contractor will provide eight blood gas analyzers, data management software, installation on premises, in-service and user training. 2. All labor and travel expenses are provided at No Charge during the first year. A service agreement will be obtained to cover the remaining option years. 3. A dedicated Implementation Team shall be assigned (Implementation Project Manager, Networking Specialist, and Interface Engineer). 4. The analyzers will be in the Anesthesia OR Stat Lab, Respiratory and P&LMS-Core Lab departments. Equipment warranty is 12 months limited manufacturer warranty. 4. Software upgrades and licensing renewals will be included at no additional charge. D. The COR and the Contractor will assure that: 1. No other information except what is in this contract will be shared with the contractor in any follow up communication. 2. None of the information in this contract includes Protected Health Information (PHI) or Individually Identifiable Information (III). 3. NO VA DATA OF ANY TYPE SHALL BE TRANSFERRED FROM THE VA. 4. ALL DATA AND ELECTRONIC MEDIA WILL NOT LEAVE THE VA. 5. All hardrives will not leave the VA. 6. Vendor will have supervised access when onsite performing service/maintenance.

The self-sealing cap tip does not need to be removed from the syringe to run the sample therefore minimizing operator contact with patient blood. The self-sealing cap tip allows the operator to quickly remove air bubbles which can affect patient results.
