The analyzers will be deployed across five clinical locations within the facility—Anesthesia-OR Stat Lab, Core Lab, and multiple Respiratory units—where they must perform a comprehensive panel of 16 blood gas and metabolite tests including pH, pCO2, pO2, tHb, sO2, COHb, MetHb, sodium, potassium, chloride, calcium, glucose, and lactate, delivering results in under one minute with measured rather than calculated values for tHb and sO2 to enhance accuracy and patient safety. The system must include integrated onboard aqueous quality control solutions that mirror patient sample pathways, automatic clot and air bubble detection, parameter lockouts upon QC failure, compatibility with safePICO syringes featuring self-sealing caps and metal mixing balls, and full compliance with VistA Lab Point of Care HL7 data integration standards without requiring an Individual Quality Control Plan. All consumables must have a minimum 31-day onboard in-use life and be stored at room temperature, while data security mandates that no VA data or electronic media—including hard drives—may leave the facility, and all onsite vendor access must be supervised. Vendors responding to this notice must provide their Socioeconomic status, including potential designations such as SDVOSB, VOSB, WOSB, or 8(a), along with their SAM Unique Entity ID and point of contact; disclose whether their services can be procured under existing government contracts like FSS or GSA; indicate any planned subcontracting and the percentage of work to be delegated; state the estimated lead time to deliver a fully operational system within the required performance window; and submit pricing information for the analyzers, start-up kits, Synapse Link and GEMWEB PLUS 500 data systems, five years of IT support, and associated consumables including GEM PAK 75 and 150-test kits, IL PVP performance verification products, and paper printer supplies. Reports all tests performed in less than a minute.
Provides detection of hemolysis.
Provides a measured Total Hemoglobin (tHb) and Oxygen Saturation (sO2) instead of calculated values. This provides a more accurate result minimizing the need for unnecessary, expensive, blood transfusions and possible injury to the patient.
The data manager must conform to the VistA Lab Point of Care HL7 specifications. Does not require an Individual Quality Control Plan (IQCP) as prescribed by CMS guideline 493.1256.
Has three individual onboard internal aqueous quality control solutions (separate from calibration material) as well as external aqueous quality control solutions that follow the same sample pathway as actual patient samples including the inlet probe. This ensures the most accurate patient results repeatedly.
All-in-one, multi-use room temperature storage cartridge containing all components for analytical testing. This reduces inventory management and improves staff efficiency.
Consumables must have no less than 31-day onboard in-use life
Contains an integrated barcode scanner, automatic inlet, automatic blood clot detection, air detection and parameter lockout with failure of QC or calibrations.
Capable of utilizing safePICO syringes containing metal mixing balls which assist in mixing the sample and anticoagulant in the syringe. This help ensure samples are well mixed and helps to standardize the way staff mixes a sample resulting in improved patient results.
Capable of utilizing the safePICO syringes whose needle shield design maximizes operator safety. The self-sealing cap tip does not need to be removed from the syringe to run the sample therefore minimizing operator contact with patient blood. The self-sealing cap tip allows the operator to quickly remove air bubbles which can affect patient results.
