SOLE SOURCE AUTHORITY AND JUSTIFICATION This acquisition is conducted under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b), Soliciting from a Single Source. The estimated value of this acquisition is below the simplified acquisition threshold. The VA has determined that only Agilent Technologies, Inc. can meet the Government's requirements based on the following: 1. Unique Technology The Agilent Seahorse XF Pro Analyzer is the only commercially available platform capable of simultaneously measuring both oxygen consumption rate (OCR) and proton efflux rate (PER) in live cells in real time using a sealed microchamber and solid-state fluorophore sensor cartridge design. No other manufacturer produces a functionally equivalent system. 2. Proprietary Software and Consumables The requirement includes Wave Pro Controller software, Seahorse Analytics platform, and integration with Agilent BioTek Cytation imaging systems all proprietary components exclusive to the Agilent Seahorse ecosystem. These cannot be sourced from alternative vendors. 3. Authorized Service Restriction Per the Statement of Work, only licensed Agilent Technologies technicians are authorized to install, service, and provide training on this instrumentation. No other vendor is qualified or authorized to perform these functions. 4. However, all responsible sources that believe they can satisfy this requirement in its entirety are encouraged to submit a written capability statement or quotation to the Contracting Officer no later than July 7, 2026, at 4:00 PM Central Time. Responses must be submitted in writing and must contain sufficient detail to allow the Government to determine whether the offeror can fully meet the technical requirements specified in the Statement of Work. Capability statements must address each technical specification, including simultaneous OCR/PER measurement, 96-well microplate format, automated compound injection, proprietary software integration, and authorized installation and service capability. Offerors must be actively registered in the System for Award Management (SAM) at www.sam.gov at the time of response submission and at the time of any potential award. No telephone responses will be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
