All changes made by the following Government responses on the Continuation Page hereby amends the terms of the solicitation. Robert Wilson Contracting Officer Dir 5 VA-OPA-2019-2ED5F4D CONTINUATION PAGE Q1. We noticed some of the salient characteristics changed since the last iteration on this solicitation and it is concerning to see that standards of several performance characteristics have been lowered in order to accommodate a particular brand name (such as SC 6) yet, others such as SC 12, are mandating a feature description that is that brand name nomenclature. Specifically, SC 12 states Must be able to perform Guided Progression Analysis : Guided Progression Analysis is one manufacturer s brand name software tool for the tracking and analysis of a patient Glaucoma. Other manufacturers also have software tools for tracking and analysis of patient Glaucoma but, they are not specifically called Guided Progression Analysis . As it stands now a SC requirement for Guided Progression Analysis unnecessarily eliminates all competition. Since this is a Brand Name or equal to solicitation where the intention is to encourage competition, will you consider eliminating the SC 12 requirement for Guided Progression Analysis and replace it with something that will bring more responses and provide the competition that will ultimately benefit the VA and our deserving Veterans? Perhaps SC 12 could state: Must be able to perform Glaucoma disease tracking and analysis. GOVERNMENT RESPONSE: SC-6 was originally a minimum 3.9um (in tissue) Axial Resolution. The SC 6 now states 5um (in tissue) Axial Resolution. The VA revised the technical requirement under the current solicitation. Any equal brand model must have at least 5um (in tissue) Axial Resolution in order to meet the salient characteristic. SC -12 in ATTACHMENT B - OPTICAL COHERENCE TOMOGRAPHY - PRODUCT DESCRIPTION, is hereby deleted in its entirety and is replaced with the following: Must be able to perform Progression Tracking and Analysis on Glaucoma and Macular Diseases ///////////////////////////////////////////END OF AMENDMENT\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\
