The 146th AirWing plans to award a sole-source contract to Airborne Data Systems of Redwood Falls, MN, for an upgrade to their digital camera system under a previously competed contract (W912LA-08-P-9006). The procurement includes several key line items: upgrading the current SV-4 system to the Spectra-View V5/6 processor with a 12-month extended warranty, an INS upgrade, Gigabit Ethernet camera upgrades, a panchromatic camera, and on-site training in Port Hueneme, California. This acquisition is justified under FAR 6.302-1, citing that only one responsible source exists, and no other suppliers can meet the specific requirements. This notice serves as an intent to award sole source and is not a solicitation for competitive proposals. However, other firms with the capability to provide equivalent supplies are invited to submit a letter demonstrating their qualifications and rationale. Responses must be submitted to the referenced RFQ by May 6, 2011, at 1:00 p.m. PDT. While the government will review any challenges or alternative supplier information to determine whether to proceed with sole source procurement, the final decision on competition rests solely with the government. Costs incurred in submitting information will not be reimbursed. The procurement falls under NAICS code 532210, with the point of performance and training taking place in Port Hueneme, CA.
