67--PRINCETON INSTRUMENTS MEGAPLUS ES4020 CAMERAS

NASA/LARC has a requirement for Princeton Instruments Megaplus II ES4020 digital video cameras with 4 megapixel resolution and Camera Link interfaces. NASA/LARC intends to purchase the items from Princeton Instruments. Princeton Instruments is the original equipment manufacturer (OEM) and sole provider for the required cameras. These cameras will be integrated into a measurement system based on software developed at the NASA Glenn Research Center (PIVACQ_R3) which has been written to interface with Princeton Instruments ES4020, ES11000, EC11000, and ES16000 cameras. Because the software and cameras are uniquely integrated with an external laser system to comprise a data acquisition system, purchasing any other camera would require extensive software modifications and system evaluation. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 07/22/2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
