HQ Space and Missile Systems Center (SMC) intends to award a sole source FFP indefinite delivery indefinite quantity contract to Honeywell Aerospace Electronic Systems for the purchase of A/B Thermal Spray kits by the end of FY03. This procurement has an initial value of $119,700; has a period of performance of 12 months with an option of extending the contract by an additional 12 months; will require a minimum procurement of 114 kits and a maximum of 476 kits; and be produced in conformance with National Security Agency specification 85-16 Annex D. A/B Thermal Spray kits provide a passive anti-tamper coating developed for NSA by Honeywell Aerospace Electronic Systems for use on Selective Availability Anti-Spoofing Module (SAASM). It is mandated for SAASM and is the only technology available that could protect interconnects, bond wires, and die surfaces from tamper with a level of security acceptable to NSA. NSA controls the Thermal Spray materials and the process used for their application, with Honeywell continuing as their sole Thermal Spray development and licensing contractor. NSA certification is required for each spray facility as well as for each different SAASM design to be sprayed. Responsible sources that are interested may submit a response to this synopsis within 15 days of its publishing in order to receive consideration by the agency.
