Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the US Army Warfighter Science, Technology and Applied Research Directorate (WARSTAR), intends to award a firm fixed price purchase order on a sole source basis to: Clariant Corporation, Holden, MA 01520. THIS IS NOT A REQUEST FOR PROPOSALS. RESPONSES WILL BE RECEIVED FOR FUTURE REQUIREMENT CONSIDERATION ONLY. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: Color concentrates and compounds for use in extrusion of polymeric materials into fiber form. Concentrates and compounds using proprietary components and trade secrets known only to the vendor. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Concentrates and compounds are available only from the contractor (for the continued production of fibers (for customer other Government agency (OGA)) due to the proprietary combination of dyes and pigments. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A limited market survey was conducted to ascertain the ability of other companies to produce similar materials. So far, other companies cannot produce required materials due to the proprietary combination of dyes, pigments and compounds that Clariant Masterbatches can provide. 4. Any other facts supporting the use of other than full and open competition: Due to the sensitive nature of the materials and the program, the nature of the procurement action is urgent to backfill materials used during production and manufacturing. Material raw inventory is depleted and requires replenishment as soon as possible. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: Material combinations are proprietary with vendor (Clariant Masterbatches). 6.
