The Department of Defense intends to award a sole source contract for the procurement of foam materials used in manufacturing end caps and shoulder pads that support Javelin training programs. This contract is justified under the Federal Acquisition Regulation that allows for sole source awards when only one responsible source can meet the specific agency requirements. The foam must meet the Product Performance Specifications established by the Javelin Committee at Redstone Arsenal, ensuring compatibility and interchangeability with existing government inventory parts. The necessity to avoid additional testing costs and delays associated with proving another contractor’s product also supports the need for this exclusive procurement. This contract, identified by solicitation number W911SF13R0156 and tied to the NAICS code 326150, is managed by the W6QM Micc-ft Benning office located at Fort Benning, Georgia. The foam’s strict adherence to established Javelin Committee specifications and compatibility with existing inventory is critical to maintaining operational efficiency and performance standards in Javelin training. Given these specialized requirements and the lack of alternative suppliers capable of meeting them, full and open competition is deemed unnecessary for this acquisition.
