The Indian Head Division of the Naval Surface Warfare Center is seeking companies with specialized technical expertise and experience in manufacturing and testing Methyl Violet and Potassium Iodide/Starch test papers, which are critical for qualifying nitrate esters, gun propellants, and other materials used in military munitions. These test papers must be produced following established formulas and protocols, with adherence to specified military standards for testing to ensure their suitability and reliability. The contract anticipates an annual production volume ranging from 20,000 to 50,000 units for each test paper type. Due to the hazardous nature of materials involved, including liquid nitrate esters and potentially dry nitrocellulose, the contractor must demonstrate the capability to safely handle explosive substances and conduct rigorous quality assurance testing throughout the manufacturing process. Responding companies are required to provide comprehensive information about their organization, including manufacturing facilities, equipment, personnel, quality control processes, relevant experience, and monthly production capacity. They must also show compliance with local, state, and federal safety and security regulations concerning energetic materials. Responses are to be submitted by October 31, 2008, and while this market survey is for information and planning purposes only, with no guarantees of contract awards, the government reserves the right to accept or reject any submissions. Contact details and organizational identification information such as DUNS, CAGE Code, and taxpayer ID must be included as part of the response.

Full Description

The Indian Head Division, Naval Surface Warfare Center (IHD/NSWC) is seeking companies with technical expertise and experience in the production and testing of Methyl Violet (MV) and Potassium Iodide (KI)/Starch test papers. The KI/starch and MV test papers are used to qualify various nitrate esters, gun propellants, etc. for military munitions/ordnance as per test methods described below. These are to be made using a formula and protocols similar to Analytical Methods for Powders and Explosives AB Bofors, 1974 pp 45-7 or Franklin Research Institute Encyclopedia Vol. 8 P 118M. Applicable sections of MIL-STD 105 and 109 may apply. Testing of the finished papers for suitability of response will be conducted as per MIL-STD-286C method 404.1.2 and MIL-N-246B paragraph 4.3.4 at a minimum, with MIL-N-244B paragraph 4.5.8 also recommended and applicable. Additional testing for in-process quality assurance is also suggested as the end item performance is not guaranteed by adherence to the manufacturing process. The Government anticipates the total quantity per year for these test papers to be 20K-50K per year each. Manufacturing of these test papers requires an extensive background in the production of test papers as their end performance is very much influenced by the manufacturing environment and specific lots of dyestuffs used in the case of the MV paper. Further, the proper performance testing of the papers requires access to liquid nitrate esters, (potentially dry nitrocellulose), several military propellants and the ability/facility to conduct the prescribed tests in a safe manner. These materials are extremely hazardous due to their explosive properties and must be handled in accordance to proper practices. Technical expertise to sustain quality throughout all phases of the manufacturing process; and an established internal quality control system are also required. All responding sources shall provide a summary of their companys capabilities including organization name, address, a description of facilities and/or equipment, manufacturing process, inspection capability, personnel, past experience, and current production capacity per month. Since ability to test these papers requires access to explosives and other energetic materials conform to local, state and federal laws, regulations and appropriate safety and security measures must be demonstrated. It is also required to provide a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. All responding sources must submit their responses no later than 31 October 2008 to: Frederick HeimIndian Head Division Naval Surface Warfare Center Applied Analytical Laboratory 5326 Whitman Ct. Bldg. 1864 Indian Head, MD 20640-5160301-744-1609 Responses can also be submitted by email to contact@example.gov. Large files need to be compressed using WinZip (http://www.winzip.com). This market survey is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or solicitation. This is not to be construed as a commitment by the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey.

Production of Small Unmanned Aircraft Systems (sUAS) Lethality Payloads at Pine Bluff Arsenal
Solicitation # W519TC27CSUAS
The Department of War and Army Materiel Command are seeking partnership solutions via white papers for the production of small Unmanned Aircraft Systems (sUAS) lethality payloads and Electronic Safe and Arming Devices (ESAD) at Pine Bluff Arsenal (PBA). This initiative is a market research effort to establish a Public-Private Partnership (P3) under 10 U.S.C. 7544, aiming to modernize government facilities to Industry 4.0 and 5.0 automation standards. The government provides approximately 100,000 square feet of production and storage capacity, along with logistical, engineering, and safety support. In return, the selected industry partner must provide 100% of the capital expenditures for facility upgrades and equipment, which will become government property upon installation. The proposed cooperative arrangement utilizes a Build-to-Operate model where the private partner manages the facility until recovering their investment and profit, after which operational control transitions back to the government. The partner is guaranteed a portion of the facility's capacity for commercial use, provided it does not interfere with military requirements. The selection process consists of three phases: an initial white paper submission due by December 14, 2026, a mandatory on-site visit at Pine Bluff Arsenal for top candidates, and a final comprehensive white paper submission. Evaluation will be based on technological innovation in automation, financial viability to cover all capital expenditures without government subsidy, and the ability to maximize existing PBA resources.

Request for Information - Energetics Center of Excellence
Solicitation # W519TC-26-R-0019
Army Contracting Command-Rock Island, acting for the Portfolio Acquisition Executive Agile Sustainment and Ammunition and Project Lead Joint Services, is conducting market research to establish an Energetics Center of Excellence at the Blue Grass Army Depot in Richmond, Kentucky. The initiative seeks to address critical vulnerabilities in the Department of War energetics ecosystem, including aging infrastructure, fragile supply chains, and limited domestic capacity for explosives like RDX and HMX. The government is interested in transformative, commercially sustainable solutions delivered through a Public-Private Partnership that can scale rapidly during surge requirements without relying on recurring government funding for steady-state operations. Desired capabilities include onshoring production of precursors and components, implementing flexible and automated manufacturing, and accelerating the transition of next-generation formulations from lab to full-rate production. All physical infrastructure must be located at the Blue Grass Army Depot and must align with existing Army networks. The government is targeting a rapid implementation schedule of 48 months or less for full project transition and commissioning. While this is currently a Request for Information for market research, the government has indicated a potential intent to award a non-competitive, sole-source Undefinitized Contract Action with a Firm-Fixed-Price ceiling. Responses are due by November 2, 2026, and must include a technical approach, a Rough Order of Magnitude cost estimate, and a sustainable business model.
