The U.S. Army Contracting Command at Aberdeen Proving Ground, through its Natick Contracting Division, is seeking to procure 6-in-1 Trainers, "Cut Suits," and related training and exercise materials for use by the Naval Health Research Center (NHRC). These items are intended to support the assessment of Infantry Immersive Training to evaluate its effectiveness in preparing U.S. Navy Hospital Corpsmen under highly realistic conditions. The NHRC assessment focuses on six critical medical point-of-entry procedures: airway injury assessment and management, nasopharyngeal airway insertion, surgical cricothyroidotomy, needle decompression for tension pneumothorax, and intraosseous fluid replacement at the sternum and humerus. The contract is anticipated to be awarded as a Firm Fixed Price agreement and will be negotiated on a sole source basis with Strategic Operations, Inc., located in San Diego, California. This exclusive sourcing decision follows market research confirming that while several small businesses could meet the general requirement, only Strategic Operations, Inc. offers products that directly address all six required medical procedures. The procurement is designated under NAICS code 339999 and is a Small Business Set-Aside with the applicable size standard of 500 employees. Interested parties may submit bids or proposals, and inquiries must be directed to the designated procurement specialist by the closing date of June 15, 2012. The acquisition also involves compliance with certain Free Trade Agreements.
