69--NOTICE OF INTENT TO AWARD - SOLE SOURCE FMS PROCUREMENT

PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Acquisition Center intends to make a sole source award to a firm with the capability of providing support of the Artillery Fire Control Training System (AFCTS), a computer-based trainer that provides realistic high fidelity virtual environments and intelligent friendly, opposing and non-combatant simulated forces, based on the Call For Fire Trainer (CFFT), for the Government of Israel, Ministry of Defense (GOI MOD). This requirement will result in a Firm Fixed Price (FFP) FMS sole-source contract to Fidelity Technologies Corporation, CAGE Code 0CJZ9, located at 2501 Kutztown Road, Reading, PA, 19605-2961, under NAICS Code 333318, with a small business size standard of 1,000 employees, estimated at $1,667,128. The Period of Performance (POP) for the FMS Israel requirement will be 12 months of CLS, with four (4) 12-month FFP option periods. The effort will utilize FMS non-expiring funds, and includes preventative maintenance and repair/breakdown maintenance. ACQUISITION APPROACH: This action will be awarded in accordance with 10 U.S.C. 2304(c)(4), as implemented by FAR 6.302-4, quote mark Full and open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the United States and a foreign government or international organization, or the written directions of a foreign government reimbursing the agency for the cost of the acquisition of the supplies or services for such government. quote mark Fidelity Technologies Corporation is the sole supplier of the CFFT II system, including the AFCTS in Israel. As such, Fidelity Technologies was specifically requested by the GOI MOD in their Letter of Request for CLS. Fidelity Technologies is also a qualified U.S. Contractor for export-controlled technical data in reference to CFFT II Foreign Military Sales. ESTIMATED DOLLAR VALUE: The total contract value for this effort is estimated at approximately $1,667,128. RESPONSES REQUESTED: This notice is provided to verify that no other sources can meet this requirement given the proprietary technical and cost requirements. This notification is provided for contractors interested in teaming/subcontracting opportunities. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
