THIS IS A NOTICE OF INTENT TO SOLE SOURCE ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The Mission and Installation Contracting Command (MICC) Fort Benning, Georgia is issuing a notice of intent to sole source set forth in Federal Acquisition Regulation (FAR) part 6.302-3(1)(2)(iii). Full and open competition need not be provided for when it is necessary to award the contract to a particular source in order to acquire specialized training equipment. This is not a request for proposals or quotes. PURPOSE: The purpose of this notification is the Government's intent to sole source the purchase of the Route Clearance Package, which is an IED simulator which is manufactured by MIL-SIM-FX International INC. The preferred strategy is to procure this requirement as sole source from the manufacturer which is also the distributor. The Government will not reimburse participants for any information they provide. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. DESCRIPTION OF REQUIREMENT: The Directorate of Training and Doctrine here at Fort Benning, Georgia is in need of the IED Simulator Package to train Soldiers in theater type training scenarios. The Route Clearance Package IED Simulator provided by MIL-SIM-FX International Inc is exclusive. The cost and time to acquire another system and have all the approvals will not be recovered through competition. SUBMISSION REQUIREMENTS: Responses to this announcement must be received no later than 2:00 p.m. Eastern Standard Time, Thursday, September 19, 2013. No telephone requests will be honored.
