The contract involves a sole source procurement for the life-cycle replacement of 12 Multi-Function Stationary Infantry Targets (MF-SIT) along with related components such as pop-up arms with hit sensors, stacking cages with quick-release kits, stabilizer frames, a programmable hand-held controller, UID labels for a RZ14, and shipping to Fort Richardson, Alaska. The targets must be compatible with the existing Meggitt Training system used by Range Control at Fort Richardson, which operates digital ranges with proprietary software. Due to the unique interface requirements, the government has determined that only one vendor is reasonably available to supply the required replacement parts, justifying a non-competitive procurement pursuant to specific Federal Acquisition Regulations (FAR). This notice serves to inform potential vendors and solicit information to verify the sole source determination and is not a formal solicitation or request for proposals. Responses should be submitted via email by March 2, 2015, and include a brief description of the vendor’s capabilities. The government will use the information received to decide whether to proceed with a sole source contract or pursue a competitive procurement later. Market research found no other capable vendors, and only electronic submissions will be accepted for consideration. The contracting office handling this requirement is located at Fort Wainwright, Alaska under the Department of Defense.
