Full Description

NASA/KSC plans to issue a Sole Source Request for Quotation (RFQ) with TSI, Inc., Shoreview, MN, for five (5) total PortaCount Respirator Fit Testing devices (PortaCount #8038). The subject equipment is to replace existing PortaCount models which are used to support the NASA Occupational Health Program Office in implementing an agency-wide health record management system. These are used in testing personnel who routinely provide maintenance and safety functions at KSC and manned and unmanned launch support personnel. The proposed TSI PortaCount model is the only known devices that will be compatible with the existing models in order to maintain the contained legacy data. In order to service the amount of personnel a year, these models contain a condensed nuclei counter (CNC) where a single operator can perform multiple test simultaneously. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. Interested firms other than the sole source cited shall submit in writing to the identified point of contact, their qualifications/capabilities and quotes, providing a description in sufficient detail to show that the product offered meets the Government's requirement to the identified point of contact not later than 2:00 p.m. eastern standard time, June 17, 2013 at NASA/Kennedy Space Center, Attn: Donny Wood, OP-OS, Kennedy Space Center FL 32899, contact@example.gov, or fax to +1 (555) 000-0000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
