The contract seeks technical capability statements from potential offerors to outfit an Indoor Firing Range (IFR) for the Saudi Arabian National Guard, focusing on live-fire training that develops lethal force decision-making skills. The facility will include a 50-meter, 14-lane range with two moving tactical targets, supporting cross-lane firing and target engagement at close distances. The contractor’s responsibilities include coordinating target delivery and installation, installing a public address system, bullet trap system, range control system, and providing a wireless handheld controller to operate targets. The equipment must comply with OSHA and EPA standards, ensuring safety and minimizing hazardous materials, while accommodating rifles and sidearms up to .50 caliber, including 12-gauge shotguns. Key components consist of target control systems, bullet traps with dust and spent round collection, a public address system covering the entire range, and integrated hardware and software designed for high availability and ease of maintenance. Systems must be rugged, corrosion-resistant, and maintainable by range personnel, with a minimum service life of 10 years. The range control system should feature open architecture, non-volatile memory, licensed software, and uninterrupted power support. Handheld controllers require lightweight, rechargeable, and scenario-capable features with night operation compatibility. Training for operators and maintenance personnel, technical manuals, and three years of contractor logistical support are included. The acquisition is planned as a firm-fixed-price contract over 36 months, with responses due by May 31, 2013, requiring submission of technical details, Rough Order of Magnitude pricing, performance schedules, and risk identification with mitigation strategies. Construction of the facility is being handled separately by a Saudi Arabian company.
