Solicitation # 7074
The Town of Yucca Valley is soliciting professional civil engineering design services for the Yucca Trail Widening Project, located between Palomar/Avalon Avenue and La Contenta Road in Yucca Valley, California. The selected contractor will be responsible for creating a comprehensive Plans, Specifications, and Engineer's Estimates package, which includes street improvement, signing, striping, and streetlight plans, as well as final cost estimates and record drawings. The scope requires the consultant to evaluate the project for safety, constructability, utility conflicts, right-of-way constraints, and ADA compliance, utilizing the latest version of AutoCAD and adhering to the Standard Specifications for Public Works Construction and Town driveway standards. The agreement is for an initial term of two years, with a possible two-year extension upon mutual consent. Proposals must be submitted in two separate sealed envelopes by December 3, 2026, with the technical proposal limited to ten pages. The Special Operations Forces Requirements Analysis, Prototyping, Training, Operations and Rehearsal III (SOF RAPTOR III) contract is a follow-on effort to previous initiatives established in 2001 and 2009. Managed by the Department of Defense through the W6QK Acc-Orlando office, this award expands upon prior work to support the broader joint Special Operations Forces community. The contract focuses on enhancing operational capabilities through a variety of specialized services designed to meet rigorous training and rehearsal objectives. Key deliverables under this vehicle include training requirements analysis, advanced concept exploration, and the rapid development of prototypes and curricula. Additionally, the contract provides essential support for SOF-specific training exercises and the ongoing operation and maintenance functions necessary to sustain simulation and training requirements. This comprehensive approach ensures that USSOCOM and its component commands have the necessary tools and frameworks to conduct effective operations.

Full Description

This acquisition is a follow on effort to the SOF RAPTOR and SOF RAPTOR II contracts originally awarded by the Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) in 2001 and 2009 respectively. The original SOF RAPTOR contract provided a vehicle for conducting training requirements analysis, concept exploration, and prototyping to support United States Special Operations Command (USSOCOM) and its component commands' simulator and simulation requirements. The efforts contracted under SOF RAPTOR II included similar types of tasks to those performed under the original SOF RAPTOR contract, but also supported numerous Live, Virtual, and Constructive efforts to meet the training and rehearsal objectives of USSOCOM and its component commands. The new SOF RAPTOR III contract will support not only the objectives of USSOCOM programs, but to support the objectives of the joint Special Operations Forces (SOF) community to conduct operations. More specifically, this contract vehicle provides the means for conducting training requirements analysis, advanced concept exploration, rapid prototype development, curriculum development, SOF specific training and rehearsal exercises, as well as providing support for operation and maintenance functions in support of SOF training requirements.
