The Program Executive Office for Simulation, Training & Instrumentation in Orlando, Florida, plans to award a sole-source contract to Inflatable Images, a Division of Scherba Industries based in Brunswick, Ohio, for the procurement of an inflatable decoy of the T-72 battle tank. This unique supplier is the only known source possessing the proprietary designs, drawings, and specifications required to produce an exact inflatable replica of the T-72 tank, making them the sole responsible source capable of meeting the agency’s requirements. The procurement is intended to support an Infantry Brigade Combat Team test activity conducted by the Army Test and Evaluation Command (ATEC), scheduled to begin on May 16, 2011. Prior to deployment on the test range, the decoy must undergo acceptance testing, validation, and certification to confirm its status as a true T-72 threat decoy rather than a generic representation. The contract performance period is set for 30 days following award and will be executed using Simplified Acquisition Procedures in accordance with FAR Part 13. There is no solicitation release or request for proposal associated with this sole-source award, and all communications related to the notice must be submitted in writing to the designated Contract Specialist. Costs incurred by potential respondents in replying to this notice will not be reimbursed by the Government. Key points of contact include the Contracting Officer, Ms. LeMarle McKee, and Contract Specialist, SFC Angella Beckford, both reachable through the Orlando office of the Department of Defense.
